The Civic Leadership Fund at BCF

Throughout its existence as the Baltimore region’s community foundation, BCF has shaped investments in people, education and neighborhoods with the aim of creating a Baltimore where all have the opportunity to thrive. 

As the region continues to evolve and change, we must constantly assess the landscape and identify new innovations and initiatives that can help transform communities. The Civic Leadership Fund allows us to serve as advocates, thought partners, incubators and conveners of effective and responsive solutions—all because of the generosity of people who care about the place we call home. 

When we see a need, BCF incubates great ideas—or partners with others—to foster innovation. The Civic Leadership Fund allows BCF to develop and support initiatives that address specific areas of opportunity in our community and align with BCF’s strategic goals. We identified Judy Centers as a pathway to increasing kindergarten readiness in Baltimore City.  We have incubated successful initiatives like Middle Grades Partnership and the Central Maryland Transportation Alliance. Additionally, BCF played a key role in implementing Baltimore City’s Sustainability Plan from its inception to make sustainable practices accessible to all. 

Additional successes include the passage of Endow Maryland which offers tax credits to those making donations to endowed funds at community foundations; the farebox recovery mandate repeal which allows the Maryland Transit Administration to make greater investments in making our transit system clean, safe, and reliable; and the banning of polystyrene food containers within Baltimore. We continue the focus of our advocacy efforts on education policy and funding proposals resulting from the report of the Kirwan Commission. 

The Civic Leadership Fund made it possible for BCF study and launch Invest for More, our impact investing program in 2018. Invest for More aligns our investment furthers our commitment to racial equity and generates direct benefit to the community as well as financial return for donors. 

BCF is a responsive agent of change for Baltimore because of the resources provided by the Civic Leadership Fund. It fuels the work of convening leaders and community residents around diverse regional challenges, incubating good ideas, building community knowledge and capacity of neighborhood leaders, and advocating for polices in local and state government that further this agenda. Through strategic investments and focused advocacy, BCF is a recognizable and respected voice for Baltimore. The Civic Leadership Fund makes this possible.
